Closeout is the Execution section for the end of construction: commissioning, turnover, and completion status.
Commissioning
Commissioning records whether systems were tested and accepted. Completeness here is an engineering and owner requirement, not only a schedule milestone.
Turnover
Turnover packages the documentation the owner or next operator needs — including material traceability where those records exist.
Completion
Completion status is the rollup: what is still open. Punch lists, missing reports, and incomplete commissioning should remain visible instead of disappearing into email.
Closeout quality depends on Daily Reports, Production, and Quality & Safety having been used during the job. You cannot reconstruct a turnover package from memory in the last two weeks.
